# Tech Lead vs VP of Engineering vs CTO: Which Role to Hire First

The naming conventions in engineering leadership are imprecise enough that founders often hire the wrong title for the problem they actually have. A startup that needs a tech lead promoting someone to CTO, or a company that needs daily engineering management hiring a strategic CTO who resents the operational work — these are expensive mistakes that take a year or more to surface and fix.

Here is a clear breakdown of what each role actually does, and how to decide which one your company needs right now.

## The Three Roles and What They Actually Own

### Tech Lead

A tech lead is primarily an individual contributor with some leadership responsibilities layered on. They write code — in most healthy setups, 50 to 70 percent of their time — while also making day-to-day technical decisions, reviewing code from more junior engineers, and maintaining quality standards across the team.

They are not responsible for the organization or the strategic direction. They are responsible for the technical quality of what the team ships and for helping less experienced engineers grow.

**Typical scope**: 3 to 8 engineers. No hiring responsibility. No board presence. Deep in the code.

### VP of Engineering

A VP of Engineering is primarily a people and process manager. They own the engineering organization — hiring, performance management, team structure, sprint processes, and cross-functional coordination with product and design. They typically do little or no coding.

The VP of Engineering's job is to make the engineering organization run well so that it can consistently deliver on the roadmap. They are measured on team performance, retention, delivery predictability, and org health.

**Typical scope**: Manages multiple teams or tech leads. Owns headcount planning. Major presence in product and leadership meetings.

### CTO

A CTO owns the technology vision. They determine the long-term technical direction of the company, make architecture decisions that will constrain or enable the product for years, represent technology to the board and investors, and — critically — make calls about what the company should build versus buy versus not build at all.

At a large company, a CTO rarely codes. At an early-stage startup, they often code a significant portion of the time, because execution and strategy have not yet separated into different roles.

**Typical scope**: Owns the technical roadmap, the architecture, the security posture, and the vendor strategy. Reports to the CEO. Present in board meetings.

The simplest way to differentiate the three roles is by what question each one answers:

- **Tech lead**: "How do we build this correctly?"
- **VP of Engineering**: "How do we build this reliably, at scale, with this team?"
- **CTO**: "What should we be building, and what technical bets should the company make?"

Most early-stage startups need the answer to all three questions, which is why a fractional CTO who can move across levels is often a better fit than a single full-time hire at one level.

## Which Role to Hire First

### Pre-Seed to Seed (1 to 4 engineers)

You almost certainly do not need a VP of Engineering or a formal CTO yet. What you need is a senior engineer who can make sound technical decisions while also writing code every day. This is the tech lead profile, or a founding engineer with technical seniority.

If the founding team is non-technical, the calculus changes: you need someone who can set architectural direction from day one. In this case, a fractional CTO who also gets hands-on is often the right move, rather than a full-time CTO who costs equity and salary you cannot afford.

### Seed to Series A (5 to 12 engineers)

This is the most common point where engineering leadership becomes genuinely needed. You have enough engineers that technical decisions require coordination, and enough momentum that the wrong architectural choices compound quickly.

Most companies at this stage need the CTO function more than the VP of Engineering function. Strategy and architecture are the bottleneck, not org management. A fractional CTO is often an excellent fit here, with the expectation of transitioning to a full-time hire as the round closes.

### Post Series A (12 or more engineers)

Once your engineering team exceeds 12 people, day-to-day management becomes a full-time job. You likely need both a CTO and a VP of Engineering, or a single strong leader who can operate in both modes — which is rare.

If you only have budget for one hire, figure out which is the greater bottleneck: strategic direction or organizational execution. Hire for the bottleneck.

## The Mistake to Avoid

The most common mistake is promoting the first engineer into a leadership role they are not equipped for because it feels like the natural next step. Coding skill and engineering leadership skill are different skills. A brilliant engineer who is not ready to stop coding, handle personnel issues, and defend technical trade-offs in board meetings will be miserable in a CTO role and will likely leave within 18 months.

Promote into leadership when you see clear evidence of leadership capability — mentoring behavior, good decision communication, comfort with ambiguity — not just technical excellence.
